那是規範美國聯邦政府的一部國內法法典，而且沒有罰則。

總統不出兵就是違法，等著被彈劾?

上述主張是根據哪條美國聯邦法律?

前面提到的《臺灣關係法》第三條第三項規定如下:

指示總統如遇臺灣人民的安全或社會經濟制度遭受威脅，
因而危及美國利益時，
應迅速通知國會。
總統和國會將依憲法程序，決定美國應付上述危險所應採取的適當行動。

瞪大眼睛看明白了?

法律僅規定，美國總統有義務「迅速通知國會」，然後?

總統和國會將依憲法程序，決定美國應該採取怎樣適當行動去應對危險。

沒有強制總統要下令出兵，當然也沒有強制國會必須同意總統出兵。

二戰之前，美國政府對於納粹德國和大日本帝國的侵略行為總統和國會也

只是分別對德日兩國採取貿易制裁，後來非常不得已才對之宣戰。

只要美國總統不出兵就是違法，要被彈劾?

第3條：美國對臺灣政策的實行

　　為了推行本法第二條所明訂的政策，美國將使臺灣能夠獲得數量足以使其維持足夠的自衛能力的防衛物資及技術服務；
　　美國總統和國會將依據他們對臺灣防衛需要的判斷，遵照法定程序，來決定提供上述防衛物資及服務的種類及數量。對臺灣防衛需要的判斷應包括美國軍事當局向總統及國會提供建議時的檢討報告。
　　指示總統如遇臺灣人民的安全或社會經濟制度遭受威脅，因而危及美國利益時，應迅速通知國會。總統和國會將依憲法程序，決定美國應付上述危險所應採取的適當行動。
Section. 3. Implementation of United States Policy with Regard to Taiwan

　　In furtherance of the policy set forth in section 2 of this Act, the
United States will make available to Taiwan such defense articles and defenseservices in such quantity as may be necessary to enable Taiwan to maintain a
sufficient self-defense capability.
　　The President and the Congress shall determine the nature and quantity ofsuch defense articles and services based solely upon their judgment of the
needs of Taiwan, in accordance with procedures established by law. Such
determination of Taiwan's defense needs shall include review by United Statesmilitary authorities in connection with recommendations to the President and
the Congress.
　　The President is directed to inform the Congress promptly of any threat
to the security or the social or economic system of the people on Taiwan and
any danger to the interests of the United States arising therefrom. The
President and the Congress shall determine, in accordance with constitutionalprocesses, appropriate action by the United States in response to any such
danger.

先前我在本版不只一次解釋過《臺灣關係法》相關條文對美國聯邦政府的規範

與授權，以及對我國的影響。

之前未免得爭議囉嗦，都是引美國在臺協會對本法的中文版本，這次沒這樣做

，是因為美國在臺協會的中文版本網址顯示的卻是英文版而找不到中文版。

樓上抓到另一個要點了︰ 因而危及美國利益時 但反正所謂的真．臺派以及傻鳥團們還是會強聒︰ 臺灣的利益「就是」美國的利益 問題是，以前一直被國內引用澳洲記者而吹噓的護國神山，都已經: 被美(國阿)公移山，給移去美國 然後還有個囂查某順勢加碼: 把晶片產業的環境，一併鏟去美國 這一來，我國還有啥寶貝值得美國聯邦政府留戀?
